Regional Emergency Management Organization (REMO)

contact usThe Municipality of the District of Chester, the Municipality of the District of Lunenburg, the Town of Bridgewater, Town of Mahone Bay, and Town of Lunenburg have signed an inter-municipal agreement to share the responsibilities of emergency prevention and mitigation, preparedness, planning, response, and recovery when possible and appropriate.

REMO works behind the scenes to obtain resources to assist in an emergency and in advance of an emergency to create plans for the municipal units as well as educate the public on their personal preparedness responsibilities.

The Lunenburg County Emergency Management Organization (REMO) has one full-time Emergency Management Coordinator and there is one representative in each municipal unit who assists in an emergency.

Angela Henhoeffer, Regional Emergency Management Coordinator

Angela HenhoefferAngela Henhoeffer is the Emergency Management Coordinator for Lunenburg County in Nova Scotia. Angela is a member of the International Association of Emergency Managers (IAEM) Canada and holds the designation of Certified Emergency Manager (CEM). Angela is the Treasurer of the Atlantic Region Chapter, was a planner for the two IAEM Canada Conferences, and on the Membership Committee. She is also an Associate Business Continuity Professional (ABCP) with Disaster Recovery Institute.

Angela’s career in emergency management began in 2008 as a Canadian Red Cross volunteer at the Porters Lake Forest Fire. In 2013 she deployed to Slave Lake Forest Fire as Deputy Recovery Manager for the Canadian Red Cross. Angela shared basic preparedness skills with the new Syrian refugees upon their arrival to Nova Scotia in 2016. Following the 2016 Fort McMurray wildfire, she lived in Fort McMurray for over two years working on the response and recovery. She has the opportunity to be the Operations Manager for Red Cross, then was the Municipality Recovery Task Force Social and Community Development Coordinator before moving to the Alberta Emergency Management Agency administering the Disaster Recovery Program. She then began as the Emergency Management Training and Exercises Coordinator and worked with municipal employees, non-profits, small businesses and oil and gas industry. She volunteered with RCMP Victim Services in Alberta and Nova Scotia and continues to be an active volunteer in the community. Angela has received a Red Cross Service Merit and was recognized for her work on the Fort McMurray Recovery Task Force.

Rachel Hiltz, Municipality of the District of Lunenburg – Assistant Emergency Coordinator

Rachel HiltzRachel Hiltz has worked for MODL for 12 years and became the Assistant Emergency Coordinator in 2016. She has the following Emergency Management Courses: Basic Emergency Management, Emergency Coordination Centre, Incident Command Systems Level 100 and 200.

Her full-time duties are with the Finance Department as a Payroll Compliance Practitioner (PCP).

Bruce Parks, Town of Bridgewater – Assistant Emergency Coordinator

Bruce ParksBruce is the Fire Inspector and Assistant Emergency Coordinator with the Town of Bridgewater since January 2021. He spent 22 years with Lunenburg & District Fire Department, six of them in the role of Assistant Deputy and Deputy Chief. He was a Paramedic with Emergency Health Services for 27 years, Fire Inspector for the Town of Lunenburg for 10 years and Assistant Emergency Coordinator for six years. 

 Brendan Mosher, Town of Mahone Bay – Assistant Emergency Coordinator

Brendan MosherBrendan Mosher is the Assistant Emergency Management Coordinator for the Town of Mahone Bay and actively works for the Municipality of the District of Chester as the Bylaw Enforcement Officer & Fire Inspector. Brendan comes from an extensive fire service and emergency response background. He spent 10 years with the Western Shore & District Volunteer Fire Department where he obtained different courses including ICS 100 & 200, Incident Scene Safety Officer, Company Officer Leadership, and NFPA 1041 Instructor 1 Certification. He now has three years in with the Martins River Volunteer Fire Department where he actively volunteers.

In 2016 Brendan graduated from the Nova Scotia Firefighters School as a certified NFPA 1001 Level 1 & 2 Firefighter. During that program he also obtained his NFPA 472 Hazardous Material Awareness & Operations certification, NFPA 1081 Industrial Incipient Fire certification, and Advance Medical First Responder 1. After he graduated, he then went to the Fire Academy of the South in Jacksonville, Florida where he obtained his NFPA 1003 Airport Firefighter Certification.

In 2020 Brendan decided to go back to school at Nova Scotia Community College and graduated with an Advance Diploma with honours in Emergency Management. During this program Brendan developed the fundamental skills in Emergency Coordination Centre, Risk Analysis, Emergency Management Emergency Exercise & Design, Weather Interpretations, Business Continuity Plans, and Public Communications. In Brendan’s spare time he likes to travel and explore what this beautiful planet has to offer with his partner Lauren.

Paul Bracken, Town of Lunenburg – Assistant Emergency Coordinator

Paul BrackenPaul Bracken grew up in Barrington, Rhode Island and attended and Maine Maritime Academy. After earning a Bachelor of Nautical Science from Maine Maritime Academy, he began his career as a ship's officer and worked his way through the ranks to Captain.  He has been in command of offshore supply vessels as well as large tall ships.  Paul has been involved in many large and small scale building projects as well as overseeing and operating shipyard periods around the globe having circumnavigated it himself.

After having his first child Paul moved his life ashore in Nova Scotia and took a job with the Town of Lunenburg.  He is currently employed as the Facility Superintendent, Project Coordinator, and Safety Officer for the Town.  Paul lives in Crousetown with his wife and two young children Mac and Lexi.  When not at work, you can find him sailing, surfing or tackling a home carpentry project.”

Bruce Blackwood, Municipality of the District of Chester, Assistant Emergency Coordinator & Fire Services Coordinator

Bruce BlackwoodServes as Assistant Emergency Coordinator for Chester Municipality with the Lunenburg Regional Emergency Management Organization. Trained in Emergency Coordination Centre (ECC) operations, Emergency Management to ICS Level 100, 200 and 300. Serves as Fire Services and Safety Coordinator for the Municipality of Chester. Volunteer firefighter and medical first responder for over 15 years on the South Shore.

Chris Kennedy, Municipality of the District of Lunenburg, Fire Services Coordinator

Chris KennedyChris Kennedy is the Fire Services Coordinator for the Municipality of the District of Lunenburg.

Chris is an active member with the Hebbville Fire Department for 27 years and has been the Deputy Fire Chief for 8 years, and was Chief for 12.5 years. Chris retired from Michelin after 32.5 years.
