Regional Emergency Management Organization (REMO)

contact usThe Municipality of the District of Chester, the Municipality of the District of Lunenburg, the Town of Bridgewater, Town of Mahone Bay, and Town of Lunenburg have signed an inter-municipal agreement to share the responsibilities of emergency prevention and mitigation, preparedness, planning, response, and recovery when possible and appropriate.

REMO works behind the scenes to obtain resources to assist in an emergency and in advance of an emergency to create plans for the municipal units as well as educate the public on their personal preparedness responsibilities.

Emergency Management Coordinator and Municipal Representatives

The Lunenburg County Emergency Management Organization (REMO) has one full-time Emergency Management Coordinator and there is one representative in each municipal unit who assists in an emergency.

Angela Henhoeffer, Regional Emergency Management Coordinator

Angela HenhoefferAngela Henhoeffer is the Emergency Management Coordinator for Lunenburg County in Nova Scotia. Angela is a member of the International Association of Emergency Managers (IAEM) Canada and holds the designation of Certified Emergency Manager (CEM). Angela is the Treasurer of the Atlantic Region Chapter, was a planner for the two IAEM Canada Conferences, and is on the Membership Committee. She is also an Associate Business Continuity Professional (ABCP) with Disaster Recovery Institute.

Angela’s career in emergency management began in 2008 as a Canadian Red Cross volunteer at the Porters Lake Forest Fire. In 2013 she deployed to Slave Lake Forest Fire as Deputy Recovery Manager for the Canadian Red Cross. Angela shared basic preparedness skills with the new Syrian refugees upon their arrival to Nova Scotia in 2016. Following the 2016 Fort McMurray wildfire, she lived in Fort McMurray for over two years working on the response and recovery. She has the opportunity to be the Operations Manager for Red Cross, then was the Municipality Recovery Task Force Social and Community Development Coordinator before moving to the Alberta Emergency Management Agency administering the Disaster Recovery Program. She then began as the Emergency Management Training and Exercises Coordinator and worked with municipal employees, non-profits, small businesses and oil and gas industry. She volunteered with RCMP Victim Services in Alberta and Nova Scotia and continues to be an active volunteer in the community. Angela has received a Red Cross Service Merit and was recognized for her work on the Fort McMurray Recovery Task Force.

Bruce Parks, Town of Bridgewater – Assistant Emergency Coordinator

Bruce ParksBruce is the Fire Inspector and Assistant Emergency Coordinator with the Town of Bridgewater since January 2021. He spent 22 years with Lunenburg & District Fire Department, six of them in the role of Assistant Deputy and Deputy Chief. He was a Paramedic with Emergency Health Services for 27 years, Fire Inspector for the Town of Lunenburg for 10 years and an Assistant Emergency Coordinator for six years.

Patrick Hirtle, Town of Bridgewater, Assistant Emergency Coordinator

Patrick HirtleWith well over a decade of experience in public communications, in both private and public sectors, Patrick was brought into the emergency management fold supporting Lunenburg County REMO’s communications and education initiatives beginning in 2019. He subsequently took on duties as the Town of Bridgewater’s Assistant Emergency Coordinator (AEC), in addition to his day-to-day work as the Town’s Manager of Community Attraction and Communications.

Patrick is trained in Emergency Coordination Centre (ECC) operations and has completed ICS 300 emergency management training.

Kayla Byrne, Town of Lunenburg – Municipal Clerk

Kayla ByrneKayla became involved with emergency management during her five years working for the Municipality of Jasper, Alberta. In that capacity, Kayla worked with Parks Canada, provincial representatives, and local stakeholders to develop and understand emergency plans for the community. Kayla also helped create an Evacuation Guide for the Municipality of Jasper, which included information on how to make an emergency plan and kit and how to evacuate the community when required.

Throughout the first year of the COVID-19 pandemic, Kayla served as the information officer for Jasper’s Emergency Coordination Centre (ECC), informing residents of provincial and local restrictions, mask requirements, and various services available to the community.

Kayla has completed various levels of Incident Command System training and completed the Public Information Officer course through NAIT’s All-Hazards Incident Management Team Academy.

Bruce Blackwood, Municipality of the District of Chester, Assistant Emergency Coordinator & Fire Services Coordinator

Bruce BlackwoodServes as Assistant Emergency Coordinator for Chester Municipality with the Lunenburg Regional Emergency Management Organization. Trained in Emergency Coordination Centre (ECC) operations, Emergency Management to ICS Level 100, 200 and 300. Serves as Fire Services and Safety Coordinator for the Municipality of Chester. Volunteer firefighter and medical first responder for over 15 years on the South Shore.

Chris Kennedy, Municipality of the District of Lunenburg, Fire Services Coordinator

Chris KennedyChris Kennedy is the Fire Services Coordinator for the Municipality of the District of Lunenburg.

Chris is an active member of the Hebbville Fire Department for 27 years and has been the Deputy Fire Chief for 8 years, and was Chief for 12.5 years. Chris retired from Michelin after 32.5 years.
